Location
The Riverside project area covers 40 hectares of land bordered by the Swan River on two sides and the Perth CBD. Its close proximity to the CBD and its excellent sporting, educational and recreational assets combine to make this one of the most exciting urban redevelopment opportunities in Perth.
Transport and Amenities
Riverside will be a pedestrian-friendly community with safe, efficient and attractive streets aimed to support non-motor vehicle dependent transport.
Local streets will be designed to encourage low speed traffic movement and safe, convenient access for all users.
The community will enjoy a variety of transport options to access the area including the CAT bus system, cycleways and roads.

Pedestrian friendly
The proposed street layout emphasises connectivity and integration. Safe, efficient and attractive streets specifically aim to support pedestrians and cyclists as well as private vehicles and public transport.
A well lit walking and cycling network will link major activity centres to public transport and recreational areas.
Streetscapes and public spaces
The creation of attractive public open spaces will provide residents and workers with recreational places to relax in and enjoy. This will include the beautiful Queen’s Gardens and riverside recreational areas.
Streetscapes and public open spaces in Riverside will be designed to achieve a variety of goals, such as:
- Enhancing safety and security, with adequate lighting and safe public open spaces;
- Providing shade in summer and protection from winter rain;
- Accommodating a variety of activities, from reading a book in the sun to vibrant market days and community events.
Lifestyle and Community
Riverside will eventually house up to 5,000 new residents in approximately 2,750 new homes and apartments. These figures include 1,400 dwellings (which will house 2,500 residents) in the Gloucester Park Precinct which is under WATC control.
The project area will include up to 28,000sqm of new retail and commercial space with more than 1,000 new jobs being created.
Riverside will provide all the services synonymous with a lively, cosmopolitan city, including education facilities, employment opportunities, cafés, bars and clubs, and a broad range of small retail outlets.
Excellent landscaping and the creation of distinctive civic spaces add to the attraction of the precinct.
Planning for Riverside recognises demographic and social changes that will influence the composition of the community. These changes include:
- An ageing population that remains active;
- An increasingly multicultural population;
- Growth in information technology, supporting a move towards on-line and home-based employment;
- An increasingly mobile population with a wide range of household types and composition; and
- More awareness of environmental sustainability.
Queens
The Queens Precinct will provide residential land that focuses north to the beautiful Queen's Gardens and south to riverviews. Two major landholdings (the State Chemistry Laboratories on the corner of Plain Street and Adelaide Terrace, and the former Perth bus depot site) combine to make up this precinct of approximately four hectares.
Queen's Gardens is a jewel in the Riverside project area. The Gardens are accessible to residents and workers, with gates at key points. Traffic in Hay Street will be reduced and calmed to allow easier access. A small café or kiosk may be contemplated on the perimeter.
Central
The Central Precinct is a 2.1 hectare site bounded by Hay Street and the WACA to the north, Adelaide Terrace to the south and the Queens Precinct to the west. Central Precinct will be redeveloped as a mixed-use precinct that will include the Police Headquarters refurbished as a commercial building.
The Masterplan has provisions for a 25-storey icon development to complement the Police Services site.
Waterbank
The Waterbank Precinct is a low-lying area covering approximately four hectatres immediately north of the western end of the Causeway. It represents an extraordinary opportunity to create a world-class waterfront development that includes residential, commercial, civic, tourist and educational facilities that take advantage of its beautiful riverine setting.
The Waterbank development will be serviced through the extension of Hay Street east to the river, which will provide a direct link form the CBD to the Swan River. The extended Hay Street will join with planned riverside development with its inlet, jetties and boardwalks.
Waterbank will be a highly activated public place with cafés, restuarants, retail, civic uses, a mixed-use pier, entertainment, recreational and educational uses and residential living.
Hillside
The Hillside Precinct, formerly known as the 4A Car Park, is a 3.9 hectare precinct bounded by Plain Street, Waterloo and Nelson Crescents and Gloucester Park and is sited immediately north of Queen's Gardens and the WACA.
The proposed residential development of the area involves a series of apartments of up to eight storeys, offering commanding views of Queen's Gardens, the WACA and beyond to the Swan River. A multi-storey car park will be dug into the hillside, providing up to 550 car bays.
WACA
The Masterplan recognises the WACA's long-term proposals for its site and the East Perth redevelopment Authority will work with the Cricket Association to ensure that development on its external street frontages links effectively with surrounding areas.
These changes will provide for a range of residential and commercial opportunities that will contribute to the street life of the precinct.
Gloucester Park
Gloucester Park at 14.7 hectares, is the single biggest landholding in the Riverside project area. It is owned by the WA Trotting Association and existing trotting uses will continue in the interim. The Riverside Masterplan envisages that, should Gloucester Park be redeveloped, there is the opportunity to create a vibrant civic meeting place, to be known as Gloucester Circus.
