The vision for Riverside is the creation of a vibrant sustainable community with a strong character and identity, underscored by key infrastructure and planning components.
The Masterplan provides a balanced transportation network with an emphasis upon connectivity, amenity and integration. While an efficient road network is essential, motor vehicle movement will no longer be given priority. High priority will be given to pedestrian and cyclist movement, reinforced with an efficient public transport system.
Encouraging Pedestrians and Cyclists
Local streets will be designed to encourage low speed traffic movement and safe, convenient access for all users, while a well-lit walking and cycling network will link major activity centres to public transport.
Supporting Public Transport
The projected population of Riverside will ensure the provision of quality, high frequency bus services, providing direct links to the CBD. Provision will be made for a ferry terminal, to accommodate water-based public transport such as water taxis and ferries.
Refining the Road Network
Key structural changes to the regional road network include:
- Redesigning the Causeway 'roundabout' to re-establish Adelaide Terrace as the main entry to the CBD;
- Extending Hay Street east to the river's edge to provide a direct link from the CBD to the river;
- Re-directing north bound traffic to Plain Street via Adelaide Terrace.
Adequate Parking
Parking will be provided for residents and businesses in the area. Overflow parking will be identified for major events at the WACA.
Sustainability
Design Guidelines will ensure developments contribute to environmental sustainability. Buildings will be energy rated. Building orientation and shading will conform to passive solar design principles, while water sensitive design will ensure development not only has minimal environmental impact on the Swan River, but also encourages sustainable water usage.
Environment and Landscape
Riverside is designed to have its own distinctive character. The streetscapes and pathways, buildings and public art will help to define this character while also supporting community activity in the precinct.
Buildings
The precinct will have a variety of accommodation, from single, two, three and four bed apartments to 25-storey condominiums and terrace style housing. It may include high-density housing types not commonly found in Perth.
Cities with a higher density have some notable advantages. They contain a critical mass of population that supports a wide range of community infrastructure, reduces car travel and positively supports pedestrian and cyclist travel.
Residential apartments and buildings will be close to shops, cafés and offices. Varying building textures and detail will help to define the identity of the area.
Mixed-use development
Mixed-use development will be a critical ingredient in the success of Riverside. This involves careful integration of residential, retail, commercial, recreational, community and educational land uses.
Affordable housing
10-15% of all dwellings in new developments are set aside for social or affordable housing, to encourage demographic and socio-economic diversity.
Public safety
Public safety will be enhanced by mixed-use development and the focus on pedestrians, which bring the streets alive. Specific measures to promote public safety include improved lighting, neighbourhood surveillance and well-designed public spaces.
